What is the Coptic Orthodox Church Development Department? The Coptic Orthodox Church is the largest church in the Middle East, with over 15 million Copts. Bishopric of Public, Ecumenical and Social Services “BLESS”

The Bishopric of Public, Ecumenical and Social Services (BLESS) is a general bishopric of the Coptic Orthodox Church. BLESS was established in 1962 to be the social, diaconal and development arm of the Church.
Brief History • BLESS was established by HG Late Bishop Samuel on September 30th, 1962
Historical Background

Vision and Mission

Vision : A community capable of investing its potential, accepting diversity, respecting differences, and preserving with human dignity.
Mission: Awakening the social-consciousness of individuals to liberate society from the bondage of poverty, ignorance, and illness. Emphasizing human values, reinforcing the Egyptian identity. Leading the change through community participation. BLESS will lead the change through field interventions, and the support of forming local entities.

BLESS target communities in the year 2017

1998- 2016 Accomplishments

BLESS has provided its services through 30 dioceses.
At any given point of time, BLESS is serving 30 active communities, at least.
In addition, by December 31st, 2016 BLESS has completed its full coverage of 64 communities.
Those communities are being followed up and supported by “BLESS Exit Coordinators”.
84,165 literacy class participants have passed their literacy exams. read more…

Caring of Vulnerable Groups

a.Best Life Program: Providing substance abuse prevention, treatment, rehabilitation, and follow-ups with recovering addicts to aid in recovery and prevent relapse.
b.Disability Care Program: Caring and preparing people with disabilities to merge into the community and acquire a better standard of living.

Development experts meeting

HH Pope Tawadros II attended the “Development experts meeting” organized the Bishopric of public, social services and ecumenical at papal Logos Center in St. Bishoy monastery in Wadi Natrun, which raised: “Challenges facing the community development in Egypt” subject where they discussed what is the most important development approaches that can be adopted to support national efforts for development? The meeting was conducted by Anba Yolios General Bishop of services and was attended by Anba Thomas Bishop of Quseya and Mir, Father Daoud Lamei and a number of leaders of development and social work. The meeting aimed at reviewing the most important ideas and modern trends in the field of development to benefit from in the development of the BLESS in the next development plan 2018-2022.

Commemoration of Bishop Samuel

HH Pope Tawadros II attended the celebration held by the Bishopric of public, social services and ecumenical on the occasion of the 35th anniversary of the martyrdom of Bishop Samuel, the first bishop of public and social services. The ceremony which was attended by a number of Bishops included a presentation of a documentary film about the life of Bishop Samuel as well as Dr.kamal Morris speech on behalf of the family of Bishop Samuel in which he thanked the Pope for his presence at this joyous celebration. Bishop Pachomius, Bishop of Beheira and Matrouh and five western cities delivered an emotional speech about his memories with Bishop Samuel at the beginning of his service as a young man and Bishop Samuel interest in pastoral and development work as well as his devotion thoughts. Bishop Yolios, bishop of public and social services, granted Bishop Pachomius Anba Samuel Shield of development. At the end, HH Pope Tawadros II delivered a speech in which he recalled one of Bishop Samuel sermons that influenced His Holiness, The sermon title was (together) and was about the importance of teamwork. Then the Pope distributed souvenirs to the audience.

Support and improve the community worker’s capacities and achievements.


Social Studies and Research Unit

Studying and assessing community problems and raising the awareness on different aspects of citizenship and civil state. Providing BLESS staff with the most up-to-date researches and studies pertaining to community development and social research.


Program Planning and Monitoring Unit

To create master plans and individual program plans, generate a map of expected results, set success indicators, collect implementation data, evaluate performance and streamline next phase plans.


Social Welfare (AGAPY Program)

• Providing support to needy individuals who have no recourses.
The program puts a special focus on:
• Helping single parent families who have no access to a minimum income.
• Underprivileged widows.
• Patients with chronic diseases who have no health insurance coverage.
• Prisoners and their families.
• Orphans.
• Elderly incapable individuals who cannot work.
• Victims of political and natural disasters.
