    Development work at National Level

     

    In addition to the CID at community level, BLESS DD is also active at the national level especially in the field of Education and Youth.

     

      1. Education :

    Mainly through:

      • Literacy classes in about 400 communities ( in Cairo, Alexandria, and Dioceses).
      • Basic and refresher training courses for teachers, trainers & supervisors.
      1. Youth :

    Preparing youth to be leaders in their Church and society particularly in the field of development through activities covering the majority of Egypt’s communities such as:

      • Youth meetings;
      • Conferences & seminars for urban and rural youth leaders;
      • Specialized training courses on Bible study counseling, family

        education, management, communication skills, development issues, etc…

      • Festivals;
      • Publications;
      • Advocacy.

                Advocacy

     

    I. General approaches and strategies of Advocacy:

    Generally, there are three advocacy approaches and five participatory strategies for social change.

     

    Common advocacy approaches:

     

    1- Public interest approach:

    This approach assumes that the political system is essentially open, fair and democratic through which people need only to articulate and put forward their interests to the political table.

     

    2- Citizen Action approach:

    This approach considers that the political system prevents certain groups in the society (women, minorities, marginalized ...) from fully exercising their citizenship rights.

    Under this system, people need to organize themselves around common concerns and learn how to be powerful to get their voices heard.

     

    3- Transformational approach:

    This approach assumes that the systems in the society marginalize certain groups through not providing them full access to knowledge & information. Therefore, there is a need to develop people’s critical thinking skills to become active informed citizens.

    Participatory strategies for social change:

      1. Co-operation strategy: builds collaboration between community groups, the state

        and /or business sectors to provide state services, or improve local infrastructure.

      2. Education strategy: builds political awareness and raise critical consciousness; strengthening

        NGOs and grassroots to express themselves, providing information, analysis, and policy

        alternatives.

      3. Litigation strategy: promotes change by using the court system.

      4. Persuasion strategy: uses information and analysis and citizen mobilization to press for

        change.

      5. Confrontation strategy: uses different forms of protest to draw attention to negative policy

    impacts and bring about pressure for a change.

     

    II. BLESS working definition of advocacy & strategies:

     

    a- BLESS working definition of advocacy:

    - BLESS adopts two Advocacy approaches: Citizen Action and Transformational and applies three Strategies: “Co-operation, Education and Persuasion” in order to bring about social changes.

    - Accordingly, it has developed a working definition for “Advocacy” that would reflect its own circumstances and context (Egyptian and Church).

    Advocacy is a process whereby people (vulnerable and marginalized) have

    the power to claim their rights and participate in decision making process

    (mainly at the community level) ”.

     

    b- BLESS advocacy strategies:

      • Based on lessons learnt about advocacy from the previous phases, BLESS has developed its strategies in the forthcoming phase as follows:

     

     

    At Community level:

      • Developing the community critical thinking to identify its problems & initiatives and how they can influence the decision-makers.
      • Mobilizing the community leaders to speak up about the community problems.
      • Networking and cooperating with local NGOs to put pressure on the local authorities to access the services.
      • Cooperation with the local authorities in studying the problems, alternatives, and implementing the solutions.

     

     

    At National level:

    * FGM task force.

    * Convention of Elimination of all Forms of Discrimination against Women [CEDAW].

    * Child rights coalition (unicef).

     

     

    • H.G. Bishop Youannes & 3 of BLESS staff representing the Church in Egypt, El-Azhar, El-Awkaf (Endowment Affairs Ministry) and all the ministries are regularly meeting to elaborate a Population & Development Strategy for Egypt (2002-2017) which is  organized by the Ministry of Health & Population and UNFPA.
    • BLESS contributes to the national population strategy by putting forward its vision & experience based on its efforts in the field of community development.

            Gender

    1. Definition:

    Gender has to do with various relations between men & women as members in the society. Due to the male dominating culture (norms, customs), women are being discriminated against in various aspects of life particularly in rural areas. Unfortunately, many women have internalized this sense of inferiority.

    1. Some manifestations are:

      • Parents prefer boys to girls;
      • Rate of illiteracy is higher among women;
      • Less job opportunities for women.

    This is the reason why gender is integrated in all aspects of BLESS activities.

     

      1. Integrating gender perspectives into BLESS DD work at two levels:

    (I) At awareness building level:

    a) Sensitizing staff on gender issues;

                        b) Building community awareness;

              c) Advocating for gender issues.

    (II) At implementation level:

    a) In all activities, it is fully taken into consideration;

                        b) Indicators to monitor gender impact on both women and men:

      • Does our intervention enhance women and men access to basic infrastructure (water, roads, housing, etc.)?

      • Does our intervention enhance women and men access to resources (e.g. agricultural land, building land, crops, credits, domestic animals, etc.)

      • Does our intervention better women and men health?

      • Does our intervention enhance women’s and men’s opportunities for education and training?

      • Does our intervention improve women’s and men’s income opportunities?

      • Do we identify barriers to women and men participation in the activities?

      • Does our intervention involve women and men as active partners in development activities?

      • Does our intervention enhance women’s and men’s opportunity to organize (e.g. to form associations)?

      • Does our intervention enhance women’s and men’s control over resources (e.g. ownership, employment that leads to positions of power, political influence, professional skills that gives authority)?

      • Does our intervention enhance women’s and men’s involvement in decision – making?
