BLESS Exit strategy


² BLESS strategy is to work in each community for a certain number of years until the community has become potentially sustainable:

The criteria for Exiting:

(1) The Diocese:                                    * Is willing and committed to facilitate & back-up the work.

 

(2) The Development team:                             * Cooperative, dynamic with leadership skills.

(D.C. members + F.W. + Volunteers)                       * The majority of them are members in the formal body.

(3) The formal body:                                         * Formed upon people’s initiative.

(A community development                                    * Represents the community diversity.

Association registered in the                                  * Capable of managing community affairs, & effectively

(4) The allocated place:                                    * An appropriate location serves as a radiating point for

² Once the set criteria for Exiting are met, a four-stage Exiting Process will begin & is expected

     to last for a period of 2 years.

Stages of Exiting Process

       1- Stage of Assessment: (about 3 months)

  ö  Program Managers & the Regional Coordinator will conduct visits to the communities for Assessment. [in the light of  

           “Terms of Reference” developed by BLESS].

  ö  BLESS team will analyze the data which would come out of the Assessment Process to identify mainly :

2- Stage of Planning for exiting:        (About one month)

 

ö A 3-day workshop will be held in BLESS office on Planning for exiting, to be attended by BLESS senior staff, the development committee members and field workers.

ö The output of these workshops will be used to develop an action plan for Exiting.

 

3- Stage of Implementation:            (About 20 months)

ö In this stage the activities will revolve around 3 axes:

Capacity building of the local associations in many areas, such as :

  • Managerial skills.
  • Administrative skills.
  • Financial skills.
  • Communication skills.
  • Advocacy.

Gradual reduction of BLESS involvement whilst increasing involvement of the local association in the light of this diagram:

                 

Monitoring the Exiting Process through:

  • Monthly visits by BLESS staff.
  • Reports (quarterly, semi-annual & annual).
  • Evaluation workshops.

4- Post-Exiting Stage:

  • BLESS strategy is to keep the communication channels wide open with the communities it has exited from in terms of:

1- Visits for maintaining ties with communities.

2- Providing any necessary training at request.

3- Providing technical advice.

4- Consultancy for project proposals.

 

  • However, in the beginning of 2007, BLESS realized that it is imperative to start a new office for monitoring the post exiting development work.

 

  • This new office is mandated to:

-1 Build very good relationships with the members of the association board in each community;

-2 Maintain the strong spirit for the development work within the teams & the communities;

-3 Monitor the development activities;

-4 Monitor the Major project, technically & financially;

-5 Contact senior BLESS staff for technical or administrative advice when needed;

 

  • The new office is composed of 5 coordinators:
  •  

  •                        - One for Luxor & Aswan Region.

       - One for Upper Egypt Region.

                           - One for Middle Egypt Region.

                           - One for Cairo & Beni-Suef Region.

                           - One for Lower Egypt Region.

     

    • Moreover, in October 2007, BLESS realized also the necessity of establishing a forum for the local development associations of the communities, where BLESS exited from.

     

     

    • The tasks of this forum primarily are:

    • Networking between themselves, other GOs & NGOs.
    • Experience exchange.
    • Institutional building.
    • Socio-economic updating.

     

    The Expected timeframe for Exiting
     

     we have mentioned before that the Exiting Process is expected to last for a period of 3 years, the following table illustrates the expected time frame for the communities where BLESS will exit from:
