BLESS strategy is to work in each community for a certain number of years until the community has become potentially sustainable:The criteria for Exiting:
(1)
The Diocese: * Is willing and committed to facilitate & back-up the work.(2) The Development team: * Cooperative, dynamic with leadership skills.
(D.C. members + F.W. + Volunteers) * The majority of them are members in the formal body.
(A community development
* Represents the community diversity.Association
registered in the * Capable of managing community affairs, & effectivelyMinistry of Social Affairs)
networks with GOs & NGOs.

The allocated place: * An appropriate location serves as a radiating point fordevelopment activities.

Once the set criteria for Exiting are met, a four-stage Exiting Process will begin & is expectedto last for a period of 2 years.
Stages of Exiting Process
ö Program Managers & the Regional Coordinator will conduct visits to the communities for Assessment. [in the light of
Terms of Reference developed by BLESS].
ö BLESS team will analyze the data which would come out of the Assessment Process to identify mainly :
2- Stage of Planning for exiting:
ö
A 3-day workshop will be held in BLESS office on Planning for exiting, to be attended by BLESS senior staff, the development committee members and field workers.ö
The output of these workshops will be used to develop an action plan for Exiting.
3- Stage of Implementation:
(About 20 months)ö
In this stage the activities will revolve around 3 axes:|
Capacity building of the local associations in many areas, such as :

Gradual reduction of BLESS involvement whilst increasing involvement of the local association in the light of this diagram:

Monitoring the Exiting Process through:

4- Post-Exiting Stage:

1- Visits for maintaining ties with communities. |
2- Providing any necessary training at request. |

3- Providing technical advice. |
4- Consultancy for project proposals. |
